Are these seats able to fold forward/down without snapping? For example, Is it possible to put the seat down in order to have the kayak flipped upside down for transport?
Yes you can fold them forward down with adjusting the straps to the tightest and so the backrest will stay in folded position.

The hardware comes with the backrest/seat depending on whether or not rivets or screws were used at the initial installation. If they are riveted you would require a rivet gun.
